Homeless Hotline
Project Concern’s Homeless Hotline provides 24-hour a day information and referral for the following homeless services available in Dubuque:
  • Emergency Shelter
  • Transitional Housing
  • Permanent Supportive Housing
  • Financial Assistance
  • Emergency Food
  • Supportive Services
  • Mental Health Services
The hotline is a safe, confidential service to help homeless families access the most appropriate services and information for their unique situations.

Homeless Prevention

Project Concern’s Homeless Prevention program provides information and support for individuals and families at risk of becoming homeless because of eviction.  Financial assistance is available for qualified individuals or households.

Homeless Assistance

Project Concern’s Homeless Assistance Program provides counseling, support, advocacy, and information for residents of emergency and transitional housing in Dubuque.  Financial assistance is available for qualified individuals or households.
Children are Homeless Too


Phoenix Housing

Phoenix Housing is a Shelter Plus Care Program providing permanent supportive housing for homeless disabled individuals.  Shelter Plus Care is funded by the U. S. Department of Housing and Urban Development.  Phoenix Housing has rent-subsidized apartments for qualified applicants.  Persons disabled by severe mental illness, chronic substance abuse, or HIV/AIDS will be given preference for the program. 

Qualified applicants are:

1. Residents at one of Dubuque’s emergency or transitional shelters; and

2. Disabled; and

3. Willing to participate in supportive services.
