Preschool Scholarships
Child Care Resource & Referral awards Preschool Scholarships with funding through Dubuque County Empowerment. There are full-tuition and partial-tuition scholarships for families who qualify. Scholarships are awarded on a first come first serve basis.

Families must be from Dubuque County and must show proof they fall within specific income eligibility guidelines.
Families who qualify for head start are not eligible for this program.

Children must be between 3 and 5 years old and cannot be age eligible for kindergarten.

Children must attend preschool at a participating Preschool Scholarship Program.
Preschools must also comply with guidelines in order to accept children on scholarship. They must maintain a quality standard set by the Iowa State Empowerment Board. These include annually participating in the Iowa Quality Preschool Program Standards, maintaining a level 3,4, or 5 on the Iowa Quality Rating System, or receiving NAEYC Accreditation (National recognition of quality from he National Association for the Education of Young Children.)
Preschool Scholarships follow the school year calendar and are awarded throughout the school year if families apply and funds continue to exist. Transportation assistance may also available to families who are receiving Preschool Scholarships.

Respite Care Program
To prevent child abuse/ neglect in Dubuque County, Child Care Resource & Referral and Project Concern offers respite child care to at risk families. Service agencies throughout Dubuque County identify and refer at-risk families who may benefit from participation in the respite program. When families are referred, the Respite Coordinator meets with the family to assess their needs and is then able to provide several child care options that best fits their child's needs. The respite coordinator and referring agencies work cooperatively to conduct risk factor assessments, share information on family stressors, and assist the family in seeking additional parenting education.
